Dr Fabien Majoro has over 20 years of experience in strategy, advisory, corporate administration, public policy, policy analysis, project management and stakeholder management, service delivery, international politics, international relations, international political economy, strategic planning, grand strategy, monitoring and evaluation, strategic investment, project turnaround, elections and electoral process, legal issues.
He specialised in policy studies, international law and international relations, human rights and humanitarian law, geopolitics and geostrategy, security studies, global governance, comparative political economy, and comparative state formation.
Dr. Fabien Majoro is currently a Senior Advisor in Natural Resources and Project Lead of the EU Co-funded “Sustainable Development of Rwandan Mining Sector” at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Prior to this role, he was a National Advisor to Rwanda Mines, Gas and Petroleum Board on mining policy issues on behalf of GIZ (2018-2022). Before Joining GIZ, Dr. Fabien Majoro served as a Governance Advisor to the Prime Minister of Rwanda (2012-2018) and before that as the Director General of Coordination Unit at the Office of the Prime Minister (2008-2012). He had previously served as a legal advisor in charge of the implementation of international Humanitarian Law at the International Committee of the Red Cross (ICRC Rwanda Delegation) and Focal point on humanitarian Diplomacy at ICRC Rwanda (2004-2007).
Dr. Fabien held various board positions in the country in various capacities sharing his wealth of knowledge in corporate governance: He chaired the Board of Directors of the Development Bank of Rwanda (BRD/2009-2013), he was the chair of the Board Finance committee of the Electricity, Water and Sanitation Authority (EWASA/2099-2014), Board Member and Chair of Planning and Development Committee of the Board University of Technology and Arts of Byumba (UTAB/2010-2014), City Council Member and Chair of the Council Governance Committee Gicumbi District and Board Member of the national Capacity Building Board (2011-2014). He also served in different ad hoc committees such as chairing the adhoc committee that oversaw the merger of different public agencies such as RDB, NAED, REB, RAB and others (2010), Chair of the National Service Delivery Task Force (2012-2014), member of the ad hoc committee to evaluate the effectiveness of merging different public agencies (2012) and Chair of the task force to complete One-Dollar campaign project (2013).
Fabien Majoro holds a PhD in Advanced policy studies from the National Graduate Institute for Policy Studies, Tokyo Japan (2028), a MA in Policy Studies from the same University (2015), an LLM in international law of human rights from the University of Notre Dame, Indiana, USA (2008) and an LLB from the National University of Rwanda (2004).
